Providing Technical Expertise
Supporting the planning and delivery of a safe, effective and equitable COVID-19 vaccination program, including providing technical advice related to adverse events following immunisation (AEFI).
Strengthening pharmacovigilance and quality control, including through technical exchanges between Australia’s Therapeutic Goods Administration (TGA) and Timor-Leste’s Ministry of Health (MoH) in relation to COVID-19 vaccine manufacturing.

Strengthening health systems to improve vaccine roll-out, including the management and delivery of vaccines and consumables.

Our Impact So Far
• An achievement of Australia’s partnership with our National Centre for Immunisation Research and Surveillance (NCIRS) was the year-long deployment of an Australian public health physician from NCIRS to MoH. The deployee’s impact is demonstrated by improvements in effectiveness of Timor-Leste’s National Immunisation Technical Advisory Group (NITAG) and the Timorese Government’s increasing confidence in it to inform decision-making.
• Australia’s partners have provided policy advice for the Government of Timor-Leste with a focus on strengthening safe storage and deployment of vaccines. Australia’s partners supported MoH to draft and revise the National Vaccine Deployment Plan (NVDP) and provided technical advice and guidance to MoH regarding key vaccine decisions. A significant achievement has been the rapid deployment of vaccines to municipalities.
• Australia’s TGA supported regulators in Timor-Leste and provided technical assistance in assessing AstraZeneca vaccines for local use.
• Partners have worked to improve access to vaccines for people living with a disability and other vulnerable or marginalised groups. This includes working with community leaders in the three districts with lowest vaccine coverage to identify households unable to access vaccination events or community health centres and implementing alternative vaccine access arrangements.
